Terms of Use of ZulePay Recharge & Pay Bills
Last updated: 9 September 2026 · Version: 1.0.0 · Effective date: 9 September 2026
1. About this document
These terms ("Bill Payment Terms") govern your use of ZulePay's bill payment and recharge services — paying bills (electricity, water, gas, telecom, DTH, FASTag and other BBPS-enabled categories) and purchasing recharges through the app. They apply in addition to the General Terms and Conditions, the Wallet Terms, the Privacy Policy and the Cancellation & Refund Policy. Capitalised terms have the meanings in the General Terms.
2. The service
- Bill payments and recharges are processed through the Bharat Bill Payment System ("BBPS") ecosystem, currently routed through BillDesk and participating billers ("Biller" or "Operator").
- The categories and billers available in the app may change from time to time. A biller shown in the app is not an endorsement of the biller.
- Bill details (amount, due date, consumer details) are fetched from the biller. You are responsible for verifying the consumer number, mobile number and amount before paying.
3. Authorisation and processing
- When you confirm a bill payment or recharge, your Main Wallet is debited and the instruction is transmitted to the biller through the BBPS infrastructure.
- Confirmation timelines depend on the biller. Some billers confirm instantly; others may take longer. The status shown in the app ("pending", "success", "failed") is based on the biller's confirmation.
- A payment is "successful" only when the biller confirms it. Until then, the payment remains pending and is not a discharge of your liability to the biller.
4. Failed payments and refunds
- If a bill payment or recharge fails, or is not confirmed within the timelines in the Cancellation & Refund Policy, the amount is refunded automatically to your Main Wallet, or to the original source where required by the payment method.
- Refund timelines depend on the biller and payment infrastructure and follow the Cancellation & Refund Policy.
- If a payment is confirmed by the biller after a refund has been initiated, the refund may be reversed or the payment may be recovered from your wallet balance, and we will inform you.
5. Recharges
- For recharges, verify the mobile number / subscriber ID and the plan before confirming. Recharges delivered to the correct subscriber ID but a wrong plan chosen by you cannot be reversed by us.
- Operator plans, validity, benefits and terms are set by the operator; ZulePay only processes the payment.
- A successful recharge to the correct subscriber ID is final; corrections (if any) must be sought from the operator.
6. Biller terms and disputes
- Bill payments are subject to the biller's own terms. Your payment does not constitute proof of discharge of your liability to the biller unless confirmed by the biller; please retain your receipt.
- Disputes about the bill itself (meter readings, tariff, plan benefits, service quality) are between you and the biller/operator. We will assist you with payment-status information and, where possible, escalation through BBPS complaint channels.
- Complaints about a bill payment follow Section 29 of the General Terms and the BBPS complaint-handling framework where applicable.
7. Fees
- Bill payments and recharges are currently free for customers. If a fee or convenience charge is introduced for any category, it will be shown before you confirm and may be revised per Section 16 of the General Terms.
